Any air filter creates some resistance to air flow. If the filter was placed over the carburetor opening there would be a choking effect when the air slide opened abruptly, and would cause a lag in acceleration, on quick throttling.
By having an air space/chamber/plenium between the filter and the carburetor, a reserve of FREE air is always available for those quick throttle moments!
Also I suspect that some people are modifying there air box/air filter home, so as to use a larger and less expensive automotive filter element.
